Rise of Kingdoms best commanders: the complete tier list (April 2025)

It's hard to list all the commanders in Rise of Kingdoms because, as you probably know, new commanders are added to the game on a regular basis. That's why, here, I'm going to rank the Rise of Kingdoms best commanders in the legendary category! Discover the Rise of Kingdoms commander tier list.

Tier E

We've already presented you with Rise of Kingdoms' tier E commanders (to be targeted in the mid- or end-game), as well as the worst characters. The following E-tier commanders are the worst in the legendary category and can be replaced by certain epic characters, for example.

As you know, in RoK, upgrading legendary commanders is expensive and time-consuming, especially if you're playing F2P. Place your resources strategically and preferably not on the commanders mentioned above.

Tier D

Once again, these are not the Rise of Kingdoms best commanders. On the contrary, we strongly advise against D-tier commanders if you have big ambitions for the game.
