Once you've accumulated sufficient resources, start by upgrading the houses/shelters. You can find these structures on the right side of your city, labeled as "Shelter 1/2/3" and so on. Here is how to upgrade these shelters:

  1. Click on the shelter to upgrade it. A pop-up will appear containing information about that shelter.

  2. Press the "Upgrade" button that will individually upgrade each item in the shelter.

  3. Keep upgrading the items till the green progress bar reaches its maximum percentage.

  4. Once the bar is full, it'll show the option of "Upgrade." Click on it to fully upgrade the shelter to the next level.

  5. The upgrading process will start. You can ask for allies' help if you're in an alliance. You can also speed up the construction process by using "General Speedup."

Once the construction is complete, your shelter will be successfully upgraded. After continuously upgrading the shelters a few more times, you'll obtain a notification indicating the arrival of new survivors. Click on it to welcome them and allow them to join your city!
