In order to unlock the Genshin Impact Storytelling Method quest, you must have completed the following 3 daily commissions:

Unfortunately, you get them completely randomly from the 4 daily quests that are assigned to you each day. To increase the chances of them appearing in your quest log, you can limit your daily quests to the Inazuma region in the Adventurer's Guide.
